The Demise of the 28-Point Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, negotiation efforts are waged: hopeful statements are released from multiple capitals. Considerable effort is allocated on restraining specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "resolution".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor rocket firings from across the border, a ability enabled by timely intelligence. From vantage locations, military aircraft that had been deployed to engage hostile aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by Western partners.

Shortly after, Kyiv's missile defense activated: defensive missiles fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, probably provided by allied countries. Every launch shakes the surroundings, shaking the windows. The moment of terror quickly transforms into grim resignation: perhaps the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.

Persistent Threats

Following this, a automatic firearm opened up on a drone in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its target.

Intermittently, this persisted until dawn. Kyiv faced the daybreak reports: several casualties, devastation and utility failures in many homes as a result of the evening attack. As always, everyone still continued their routines – experiencing conflict. But those entire period demonstrated Ukraine's critical military reliance on external assistance – a reliance that neighboring countries are clearly incapable to fill in the short term.

Ineffective Peace Efforts

The 28-point plan from Washington sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new proposal from American administration follows the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually achieve victory. This trend will, undoubtedly, continue.

Political Considerations

It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. Washington functions according to a premise understood by seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The White House presumes that it is impossible to pressure the Kremlin to surrender the areas that it currently occupies in Ukraine's south or east.

The issue is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through words or deeds, from assuming that the current condition will not shift further in its benefit in the near future.

Opposing Positions

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but preventing a complete military breakdown until situations evolve in its benefit.

Present Conditions

Factually, there are no real preconditions for a ceasefire. Now, subjective factors are becoming relevant: political desires to negotiate peace and secure international recognition, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their task will now be considerably more difficult after current events, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a only one week to kill the 28 points of the current initiative. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.

While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require ongoing international assistance.
