The United Kingdom and the United States have secured a major commercial pact that will keep zero levies on British pharmaceutical products entering the US market.

The Terms of the Accord

Under the terms of the agreement, the UK has committed to raise spending on medicines through the NHS. This move guarantees that tariffs on these key products will be held at nothing for a timeframe of the next three years.

This agreement follows earlier statements to significantly raise tariffs on patented pharmaceutical imports, with potential rates floated reaching 100%.

"This agreement between the UK bolsters the global environment for cutting-edge drugs and introduces much-needed balance to American-British drug exports," an announcement said.

Commercial Importance

Drugs represent one of the Britain's most significant goods shipped to the America, which is by far the largest destination for large British pharmaceutical firms.

Trade data indicate that in the year to the end of last September, the UK sold drugs valued at £11.1bn to the US. This amount made up 17.4% of all goods exports in that period.

"This deal protects jobs, stimulates capital expenditure and paves the way for the UK to establish itself as a international leader for biotech and pharma," the Business and Trade Secretary stated.

Detailed British Pledges

The deal includes several notable pledges from the United Kingdom:

  • Price Threshold Increase: The UK will lift the price threshold at which it deems new treatments to be prohibitively costly by 25%.
  • Increased NHS Spending: There is a goal to increase overall public funding on treatments from 0.3 percent of GDP to 0.6% over the next decade.
  • Rebate Cap: The amount manufacturers must refund to the NHS to stay within budget will be restricted at fifteen percent. In the past, repayments exceeded 20%.

Industry Background

The deal comes amid a long-running dispute between the sector and the ministers over spending levels and approval rates.

This friction were intensified by arguments that American consumers were charged a premium for the same drugs than consumers in the UK and Europe.

Recently, several large pharmaceutical investments in the UK have been halted or scrapped, while multi-billion-dollar funding commitments have been announced toward US facilities.

The Science Minister stated that the NHS must spend more on medicines, noting that its budget allocation on drugs had declined as a percentage of its overall budget over the last ten years.
